MockBot: Use CentOps for Dmr configuration and share Participant Polling Code

We have a CentOps Service and Polling Code in the DMR project which can be used in other services.

We want to move this code into the current Nuget PAckage Request Processor and rename it to Buerokratt.Common and use that code anywhere which needs CentOps information.

Acceptance Criteria

• [x] Move CentOpsService and Poller from DMR to REquestProcessor
• [x] Rename RequestProcessor to Buerokratt.Common
• Use the common centops code in:
  • [x] Dmr
  • [x] MockBot
  • [x] Classifier
