As a CentOps engineer, I WANT TO be able to register a new member SO THAT they can join the participants network

Acceptance Criteria

[ ] Receive participant request to register on the network (via email)
[ ] New Chatbot registration via CentOps API
[ ] New DMR registration via CentOps API

Input on what information might be required for a registration: Chatbot wants to know human readable names of other chatbots (to display to users) Chatbot wants to know urls of dmr-s so it can forward messages Chatbot wants to know the status of other bots/dmr-s to know if it can send them messages
