CentOps: Create Initial Project Solution

As a Project member I want to be able to create an initial project solution so that I can unblock other project implementations

Acceptance Criteria

• [x] Create CentOps project (as a webAPI)
• [x] Create base data models (Institutions and participants)
• [x] Create interface for database CRUD
• [x] Create request and response contract
• [x] Publish container to registry
