CentOps: Participants Can Update Their State #60

As a participant I want to change my own state So that other participants are aware of it.

Note. This is dependent on the API Key work as it will require that only the caller with the correct API key may update a participant's state.

Acceptance Criteria

[x] Participants can update their status from offline to online and vice versa.
[x] Updates should be rejected if in a Deleted state.
[x] The Participant can only update it's own status
[x] PUT /public/participantstates with an API Key (might need some thinking about)
