AS a Service Manager
I WANT TO have replies to the end-user to be automated based on API error status codes
SO THAT I don't have to create separate branches in the service flow for each error code that might come from the API response
Acceptance Criteria
[ ] if the API responds with a status code between 400 - 599, the appropriate response corresponding to the status code is displayed to the end client
[ ] common response for error statuses in Estonian could be initially "Teenusele puudub ligipääs. Proovi hiljem uuesti.".
[ ] it should be possible to vary the responses later based on the particular status code
