AS AN Architect I WANT Playwright tests to be run as GitHub Actions Workflow SO THAT the whole pipeline would be fully automated and repeatable as a temporary GitHub service

Acceptance Criteria

[ ] Based on https://github.com/buerokratt/TDD
[ ] Workflow can be initiated manually
[ ] Initiate workflow as a curl request
