AS AN Architect I WANT TO have a REST service to Fetch current content of Rasa NLU Model Configurations SO THAT there wouldn't be duplicate services for it

Acceptance Criteria

[ ] Use GET REST endpoint /rasa/config
[ ] Fetch input from Rasa config.yml
[ ] Convert YAML to JSON output by using #45
