Common cache solutions

AS A Bürokratt Trainer I WANT TO use common cache intents in my models SO THAT my chatbot could also cover topics outside the organisations

Acceptance Criteria:

• [ ] Upload last common cache model to my local model (available in GitHub)
• [ ] Version updates (new data) for common topics from GitHub (add only new data)
• [ ] Switch off common cache from my model (delete common cahce from local model)

• [ ] Make common intents usable in local rules/stories #12
• [ ] View and edit rules/stories/responses for common intents (original model must be commented out, but kept in the dataset);

• [ ] If disabled no "common_" intents, responses, forms and stories are used
