Drag and Drop GUI {TEMPLATES} manipulation (YAML)

AS A Service Manager I WANT TO create templates of fully functional SERVICES and single functionalities SO THAT other participants could re-use them within other PARENTS

Acceptance Criteria

Use Drag-and-Drop-GUI repo for developments

• [ ] New templates can only be created via {TEMPLATES} PARENT
• [ ] Moving input from other PARENTS to {TEMPLATES} is not allowed
• [ ] If an OBJECT or a SERVICE is copied from {TEMPLATES} to another PARENT, it will still remain in {TEMPLATES} as a copy that can be re-used again
• [ ] If an OBJECT or a SERVICE within {TEMPLATES} is disabled or otherwise not in use any more, it won't have any affect on OBJECTS and SERVICES already copied from {TEMPLATES} to other PARENTS
• [ ] All acceptance criterias of buerokratt/Training-Module#30 - except "PARENT-specific requirements" other than this one - are fulfilled
• Limiting access to {TEMPLATES} is out of scope of this issue
