AS AN Architect I WANT trained models to be moved from their source to S3 SO THAT they could be used by other applications

Acceptance Criteria

[ ] Trained models end up in S3
[ ] All DB changes via Liquibase

Versioning

[ ] Models versioning is based on major.minor
[ ] Version numbers of trained models are stored in a Postgres database
[ ] Versioned models in Postgres are mapped with actual trained Rasa models
[ ] New version number is first added as a DB entry and then used by all other applicable functionalities

Functionalities

[ ] Ruuter DSL ito make a DB entry about a newly trained model
[ ] When there's a change regarding training a new model, Ruuter DSL is called to make a DB entry about a newly trained model
[ ] Trigger S3-Ferry to move file from source to S3
