GUI for Responses #81

Acceptance Criterias:

[x] Create new and modify existing responses
[x] Delete an existing response
[x] Search and sort responses
[x] See response dependencies with rules and stories
- [ ] Show last changes view
[x] Display data validation errors - notifications on any errors, or adding/deleting/modifying responses
[x] Limit response length (450 words)
[x] Notify on banning duplicate responses
[x] "utter_" is always in front of the response name (RASA specific criteria) - can not be deleted!

@ceirowe When adding new response I can not see the text limitation mark. Only seen when modifying.
