Publish dev environment logs

AS A Developer I WANT TO see application logs of what I'm currently working on in Bürokratt Dev environment SO THAT I could react to possible errors when my updates have been deployed

DISCLAIMER Only Bürokratt Dev logs will be published. None of them contain sensitive information and should be treated as DEV environment logs.

Acceptance Criteria

• [ ] ~Use buerokratt/NoOps#47 as the base~
• [ ] Only limited to Dev
• [ ] Logs accessible via https://dev.buerokratt.ee/logs/< component-name >

  For example, https://dev.buerokratt.ee/logs/byk-ruuter-private-analytics

• [ ] Logs are not stored on a persistent volume
• [ ] Only the logs of the current container are provided, no previous history is kept

Since (dev) containers are frequently updated during development, I as a developer or analyst would need to see logs that were N days earlier for a certain period, when the problem was described.

We'll store logs for a longer time in test
