AS A Developer I WANT TO use the Bürokratt GUI base layout as a source when creating new services SO THAT I could be confident that all the base functionalities are there and get updated by default

Acceptance Criteria

[ ] Output as /sample-implementation-cvi/base-layout.html
[ ] Runs as a React application
[ ] Implements Bürokratt's base styles
[ ] Implements Bürokratt's base javascript
