We don't have the bikeshed workflow stuff set up in this repository yet, so I've manually generated a preview here: https://jbroman-spec-drafts.glitch.me/traffic-advice.html

There is probably some elaboration to do about interop/security/privacy and perhaps an example or two would be useful in the spec in addition to in the explainer, but this seemed like enough for a credible first pass.
