HSlider Mouseup Outside (ReleaseOutside) Not firing #133

Steps to reproduce the problem:
1. Drag a node on the HSlider to either end of the track
2. Continue to press mouse and drag mouse outside node bounds
3. Release mouse

Expected: mouseUp to fire
Instead: mouseUp does not fire unless your within node bounds

FlexLib: v2.4
OS: XP

Dragging outside the bounds of node is quite common when dragging to the
outer ends of the slider track. It would be nice to have releaseOutside or
mouseUpOutside event.
