[#47] Fix layout styles, remove unnecessary scroll

Done:

[x] - rework layout styles to fix scroll and sidebar problems
[x] - fix sidebar storybook
[x] - rework theme store to settings store
[x] - create static header logic. add control to settings

Results: Fixed header:
