Currently no tasks are loaded to allow an admin to set their own.
But setting your own tasks deletes existing tasks anyway, so the default of accepting the preloaded tasks seems like a more helpful way to behave. (It's not obvious that they need to be loaded at all — much simpler if they just need to be be published).
