The use of the word "publish" is confusing because it's not really the same as the static content that we are publishing.
Part of the confusion is also related to the fact that currently, any edit of an announcement always hides it. I think this is really because there's a race condition with setting the announcements after the admin page is rendered, but should look into that: if so, then, a redirect is probably needed.
