Changes to a task text are not reflected when publishing #277

I notice that when I make changes to a task text and publish, the changes are not visible until I press publish for the second time.

Note that this is when I change a task one at a time (rather than a bulk change).

We've now reproduced this on deployed heroku: edited changes in the database tasks are not being used when the static task list is automatically regenerated after a system restart
