The error handling for the API and CLI is bad.

Foundation:

[ ] coherent API error approach
[ ] coherent CLI error approach
[ ] error handlers ruby, python and bash bots

Add error messages to regression testing:

[ ] unrecognized user
[ ] user account low balance
[ ] invalid offer parameters
[ ] unmatched offer
[ ] invalid UUID-DSL expression
