Add a whitepaper repo #28

Add a repo for whitepapers.

Similar to our docco repo (bugmark-guides) and slides repo (bugmark-slides):

ingest whatever format malvika uses (latex?, asciidocs?, etc.?)
generate HTML and PDF outputs
publish via GitHub pages

Reasons to do this:

provide an issue tracker for whitepapers (eating our dogfood)
enable standup poker for whitepapers (eating our dogfood)
get everyone hands-on training using repos (building expertise)
distributed authorship, etc.
