Add jekyll structure in notes #10

Create a directory named notes and the file jekyll_structure.md for development documentation purposes. Also I updated the structure by adding authors.yml for simple authoring.

I added a HTML minimum viable product, using only Bootstrap 4 vanilla (default resources).
