PLAT-9588 implement span batching #7

Goal

A batch must contain at least 1 span
Batches should be no less than 100 spans
Batches should not stay in memory for more than 30 seconds, If possible they should be delivered after this time. Persistence will be implemented at a later date.

Changes

Extended example project ot test multiple spans manually.
Added internal config (MaxBatchAgeSeconds, MaxBatchSize) that the test fixture can edit via simple reflection.
Added batching logic to the Tracer class.

Testing

Added e2e tests
