[BUG] "Free" Crit #8

A critical can be used without spending the Crit meter.

Console/Version: PS4 Patch 5/Hotfix (Jan 31st)

To Reproduce:

  1. Fill up the CRIT meter
  2. Target enemy in VATS
  3. Press Crit button
  4. Exit VATS
  5. Re-enter VATS
  6. Fire

Expected behavior: The critical hit message should not be displayed after exploiting the free crit.
