Add support for import/export to GitHub enterprise #278

Feature Request

What would you like to be able to do? Backup configuration to GitHub enterprise.

What problem would it solve? Would allow companies that use GitHub enterprise to backup configuration without needing to use "public" GitHub.

This would also be a good opportunity to make the GitHub API calls server side. As this would solve the problem of getting the custom domain in the CSP connect-src.

I don't have access to GitHub Enterprise so I'm not sure how to actually test this? 🤔

@cisum-la @SaurabhDeshpande-OpenX you mentioned GitHub Enterprise in #217, would you be able to test this for us by any chance? You could do so on staging at https://staging.nevergreen.io

I still haven't been able to test this against GitHub Enterprise, but I'm going to close for now. If it doesn't work correctly I'm sure someone will open a new issue...
