Release version 7.13.4 #2

Here's 7.13.4.

There are some warnings here and there, but nothing worrisome. Some niche CIs are failing to link pthread, but in general, most of them are passing. Tests, however, will time out, as there's some kind of artificial execution limit on CI.

Looks like the original author of this package is no longer a GitHub user and it's safe to assume they are no longer interested in maintaining this. So I've invited you to become a maintainer of this repository. Once accepted, feel free to merge, release, and publish the new version (including going forward). Thanks!
