"Work Queue" of most recent observations in order (with specific columns and EDIT button) #180

In practical use, a lot of teachers do not want to make assignment to Learning Construct levels on the fly. Instead, what they are doing is taking video, asking children questions in the pairs or small groups or individually, then going back LATER and assigning levels.

Another use is to have students take videos, upload to an external site they use, and then LATER download those to the application to make judgments. So it seems that we want a "review observations" function that includes a window of time so that teachers can reflect on the evidence and then make assignment.

Going to the EXISTING star charts will likely not be a good long term solution unless the more recent observations are marked somehow (a different color?)

I want to ask more questions about this later, but is this some kind of a "work queue" for teachers? It seems like these would be like a list of the N most recently saved (or filtered by a time window) observations that they can interact with to go back and edit. Maybe we can incorporate the "Save as Draft" feature with a list of drafts to solve this use case? Would love to hear your thoughts @cbradyatinquire

Create a work queue for the teachers, based mainly on the set of observations that have the "N/A" construct marked.

Zach: This should be a relatively easy to implement if it’s just a list of the current user’s N/A construct observations. I won’t have to add any extra fields if that’s the only thing in the work queue.
