Fix bugs with star chart navigation.

I found two bugs there: 1) Selected star chart was removed in hidden element after selecting Charts and Reports option. 2) When selecting one of the charts in dropdown navigation star_chart1 was always taken as selected chart.

This should work fully with feature/separated-classes-chart-2 branch.

Current version of this branch raises NoneType on observation view. Probably, you should merge develop to this branch, so please do.
