"Individuals" needs to always be selected first in the observation display unless you have a previous choice saved in session #44

"BUG: When selecting grouping, "Individuals" always ends up selected first, however it doesn't appear selected to the end user (if you select a different group, then select Individuals, it shows up)"

I think this might be a consequence of the select2 widget?

Switching to bootstrap4 fixed this I believe.
