Ansible 28 compatibility #240

With these changes, I got a pull on service2 working to completion. I did have to manually install Ansible 2.8 everywhere first however.

I'm trying a jail now and found a new issue about invalid become method. I'm looking into how to update.

I believe this will work now. There's a yarn install issue for www still but I got this to run to completion in the docs and supybot jails.
