native.bazel_version == "" on dev versions.

Yes, it only applies to Bazel without stamping.

~@sluongng In case you have admin rights for this repo, could you switch it over to squash merging with default commit message? The current merge-based flow will get pretty confusing over time.~

Nvm, I had the option to merge this way.
