Create a reference implementation of a database in which the access rights can be defined for each data set. Examples of access rights: access granted

[ ] to an institution
[ ] to a software application
[ ] to a user
[ ] to a maximum number of users of one institution
[ ] to a maximum number of data sets per time
[ ] or to a combination of these criteria
