flickering in IE11 #163

Hi I have just a single image as the background, and this works fine for me in Chrome, but for some reason when I scroll up and down in IE11 I get quite bad screen flicker - anyone have any ideas? Here's a link to my site: http://www.95threadingscouts.org.uk/html/index.php Thanks

turns out this is a bug in Windows 8/IE11 ...
