Bump agent to v3.74.0 and set new var #346

This sets the new variable (BUILDKITE_KUBERNETES_EXEC) which is necessary for v3.74.0 and onwards, but also leaves the deprecated experiment in place, in case anyone is deliberately using an older agent version. We should remove the experiment setup in a few months.
