Fixes #63.

Install tzdata package in containers

This will allow the timezone of the buildkite-agent to be modified by passing in the environment parameter TZ with the respective timezone eg: TZ=Australia/Melbourne.

Apologies we never responded to this 😓We've moved the docker source to the buildkite/agent project, if this is something you still need, feel free to PR https://github.com/buildkite/agent/tree/master/packaging/docker/linux and we'll respond much quicker!
