Update docs to reflect new naming for Rules params, and creation via pipeline slugs #2984

In https://github.com/buildkite/buildkite/pull/18890 we are updating the rules parameter names to source_pipeline and target_pipeline rather than source_pipeline_uuid and target_pipeline_uuid. This is because these fields will now accept either a UUID or a pipeline slug.

This PR updates the docs to indicate the above.
