Common development pipeline:
Engineers make changes -> QA approves -> Operations approves -> Deploy
However, triggering builds and unblocking are the same set of permissions. This applies to any method of triggering, including other pipelines.
I suggest the ability for the block step to restrict which teams that can unblock it.
