Show more annotations button #784

We currently only display the first 5 annotations for any build. I've used the ShowMoreFooter component for consistency, but I'm not sure if I'm happy with how it fits into the page here. Thoughts?

@ticky I have a feeling that https://github.com/buildkite/buildkite/pull/3468 needs to merge first once I figure out what's up with the specs 🤔

EDIT oh I'm a silly billy, it's the other way around
