Updated the Docker image to take a argument to allow either building the binary, or packages using FPM. Added the init script for building a rpm. Updated README with new documentation.

That'd be great! I had been using this project for quite a while now and it works great. Just started using it in a different region and realized I had hard coded the region 🤦‍♂️
