Make gatsby template CI only #39

This PR bases off https://github.com/buildkite/templates/pull/31 to make the predecessing PR's Gatsby template CI only.

Changes:

Removed the build step: because gatsby build is only run on deployment. For the time being let's keep the template scoped to CI only.
Add cache plugin: to cache dependencies
README copy changes:
- Remove references to CD
- Add more required steps
- Make frontmatter and intro copy more succinct
