Add Node.js pipeline for running ESLint, Jest and Cypress

An example of a Node.js pipeline.

I've pushed this up to for the team to flesh out how much should be included in a pipeline and the type of content we might put in the template README.

Some thoughts/questions on this specific template:

• Should the pipeline just have the cypress tests or does it make sense having all the other steps?
• A Cypress plugin seems like a useful thing for us to have similar to other providers.
• Should the README talk to the specifics of the steps and plugins used or talk more about next steps ie. how to configure this pipeline?
• Should I bother using the docker plugin?

I've updated this to use the first version of the content template. I'll merge this and and we can continue to iterate as required.
