Effectiveness stats aren't accurate #11

Expected Behavior

  1. Use the Buildless Agent for a few hours
  2. Observe stats output from buildless agent stats
  3. See that the cache is eventually rated "Effective" and performs well w.r.t. hit ratio

Actual Behaviour

  1. Use the Buildless Agent for a few hours
  2. Observe stats output from buildless agent stats
  3. See that the cache appears not to be effective
