Description

As a contributor or maintainer, I'd like pack tests (WCOW) to pass more consistently on CI.

Proposed solution

It would be ideal to have a custom built WCOW runner, akin to how the LCOW runner is setup up today.

Additional context

Additional benefits of a custom built WCOW runner:

the ability to provision remote access, for easier debugging
the ability to customize the Docker daemon (should be "Docker Desktop for Windows"), to match customer environment expectations
the ability to have better parity between development and CI environments.
