Context

This RFC is adding the guidelines for accepting component level contributions to the CNB project

Solves #93

Hi @samj1912 , @hone , @sclevine

I just created this PR in order to move forward with issue #93, not sure if the only expected outcome was to add the process into the contributor guidelines, but, it was the most obvious step for me. Let me know if there is anything else you have in mind and I will try to add it
