Add Contributors Guide #4

@hone Do we still need one here, given that we have in pack, and (hopefully) one in lifecycle soon (buildpacks/lifecycle#302)?

It definitely isn't as necessary (or as high priority), but are we going to have the same for all of our repos (we probably should). It still might be nice to have a general one so we aren't duping the contents all over the place.

FWIW, we have the following global CONTRIBUTING.md and a more detailed contributor guide which I feel satisfy this issue.

During the Learning Sub-Team sync today we discussed how to make contributing information more visible. We landed on adding it to https://buildpacks.io/community/.
