This is the new Cloud Native Buildpacks roadmap for 2021.

can we move the old roadmap into a roadmaps folder with 2020.md?

I'm not sure if you intend the list to be descending priority order. As highly voted as TestAPI was voted on in the github discussion, I'd consider it a lower priority compared to getting our stuff in order like "Spec Refactor" should be #1 or #2 in that list. We should also have "Better Documentation" as an item on here.
