API parsing and validation should handle prerelease APIS.

Support for CNB_EXPERIMENTAL_MODE was added in https://github.com/buildpacks/lifecycle/pull/860, but support for APIs with prerelease versions is yet to be added. We think this will be more valuable as we approach 1.0
