Bump stack from Bionic to Jammy #143

Use a more recent Ubuntu LTS release

Splitting the jammy bump from the API bump, in order to figure out why we get Wine build failures on CI.

CircleCI is failing because there is no jammy image. If the other checks pass, I'd like to merge this to generate the jammy image on release.
