Summary

This PR introduces a Buildpacks pipeline that is capable of selecting the appropriate task depending on whether the builder is trusted.

Additional Notable Changes

Update lifecycle image used to 0.10.2
Replace use of PipelineResources with Params based on recommendation

Additional Minor Changes

Document steps to using a local docker registry
Automate docs generation
