Instead of disabling functions, put up a message when multiple boards are present but none is selected #2077

This hit me several times now :)
Currently, if there are multiple boards in PCB view, one has to first select 
one before functions like autoroute, export, etc. become enabled.

Instead, these functions should stay enabled. When the user selects them and no 
board is selected, we could put up an info:
"Since no specific board is selected, [autorouting] will run on all [x] 
boards."  and buttons >Continue< and >Cancel<.

r6127. Almost all functions already operate this way, but a few slipped through 
the cracks. Note: the messages all say "select one board"--there is no option 
to run the function over all the boards. Running something like the autorouter 
over multiple boards requires a new UI for controlling the process as a whole. 
What does "stop" or "cancel" even mean in this case?
